It was made by Soma in the 80's. They produced many different types of these miniature rubber dudes, including ninjas, army folk, monsters, etc. I seem to remember them coming in box sets similar to MUSCLE figures. vintageninja.net/wp-content/uploads/soma2.jpg

OMG I loved these little dudes. Had tons of them. I had a lot of the ninja guys. I have been racking my brain trying to remember who they were made by. I didn't think about soma. i thought they just put out the little muscle guys. Thanks I am getting some right now.

I remember seeing it about 25 years ago in the room of a playmate at the time, among other figures of the same style and size. Unfortunately, it's way too vague for me to remember it more specifically...
