I am doing a HO Train set up for my three boys. This brings back so memories. When I was young and had my own HO train set up. I used to play with 1/72 military action figures with my train set.................so are these little soldiers action figures?
Also who else has HO trains?
When I finish the set up I will have several forces for my kids to battle it out...cowboys and indians, WWI and WWII soldiers and so on.

I would say No they are not action figures but rather toys. I define action figures as having some articulation and being between approx. 2-8 inches tall.

Size restriction I can understand, but what about the Shogun Warriors that are 2 feet tall............and there are some small action figures like the Battle Star Galatica Pilots from the 70's. I do understand the articulation bit though........
