I was going through and cleaning the Starcom figures I have, care of my wife's time at Coleco HQ. They were sent to Coleco HQ originally in polybags. Considering the professional paint apps and finished look, I can only assume they came straight from China for internal use only.
So most look just like off-the-shelf versions...except for the attached pictures.
1) In the robot drone pictures you can see 3 things.
a) In the middle, the Cpl. Agon-6 figure seems to have had an early paint version made before production where his helmet would've been a darker and more matte grey/silver color.
b) The two Capt. Battlecron-9 figures. The one on the left looks like a test version of a totally different paint scheme than the one on the left that matches retail. Also, you can see on his wrist there's a sticker for a future paint app. It's not uncommon for Coleco to have stickers made to test logo placement I think. I have a Rambo vehicle where it's just printed images glued to little foamcore pieces that are glued to the bike. As well as a Starcom boxart production design done in marker and paper cut-outs.
2) Lt. Magg - Another seemingly pre-production paint test for a figure, and another that's drastically different than what they went with at retail.
3) Col. John "Slim" Griffin - This is an odd pre-production change. Every Starcom figure with arm logo paint apps have them on the shoulders. For some odd reason they changed this guy to have his on his wrists at retail. They replicated that in the cartoon naturally. However as you can see here, he nearly went out with paint apps on the shoulders like everyone else. No stickers here, so I guess this was a very last minute change.
Well that's all that I found. Just another weird footnote in 80s toy design. lol
