I'm not an expert but I practically lived in KB stores on the weekends in the late 90's and that series was made by Playmates. I can't clearly see the bottom of the figure's feet that you photographed but I am willing to say Playmates did not make this figure. First time seeing this guy. This could be a knock off?

KFS on the foot probably stands for King Features Syndicate, publishers of Phantom, Mandrake and Flash Gordon material.
Edit: I've never heard of the toy brand 'Quick' as written on the right foot. Googling 'quick action figures' probably won't bring up the desired results.

Quick is a European fast food burger chain that started in Belgium in 1971 and has locations in France, Russia and other countries. They offered a pretty impressive line of DC super hero action figures several years ago. Their current "Magic Box" premiums in France are Panini stickers and albums featuring horses (for the girls) and dinosaurs (for the boys). Next up is something tied in with Playmobil.

He measures about 6 inches tall too. Definitely slightly taller than the American playmates version, but I don't have the figure to compare.
