Since I used to read the books I had to search these, apparently they came in bags and you had to assemble them (http://www.amazon.com/Goosebumps-Monster-Bags-Horror-Horrorland/dp/B004S2WP3G).
It looks like there's 4 total, which you can still buy at that link.

I've never seen the action figures for these, but I did have the Monster head kits, where you dressed up the head to look the way you wanted it etc. They are quite rare themselves.
