This is kind of a tough one. I'm gonna have to go with Mego's Buck Rogers & Wilma Deering. I mentioned Mattel's Lt. Starbuck above, but he's actually 4". The detailing on Buck and Wilma were pretty good. I'd throw Twiki in there, but he's only 2" in height. Been on a Buck Rogers kick lately.

Two or three for me - the Snake Eyes (v2) with Timber, a figure with some incredible detailing and excellent looks, and practically defined ninja.
Second may be the Firefly v1 figure, for both the excellent detailing AND his sweet accessories - incredibly detailed backpack and a cell phone before there were cell phones.

Storm Shadow for me back in my youth I had like 7 of them at one time and to the day this figure still is on the AWESOME scale! When I got back into collecting figures back in 1997 my first major purchase was a 1984 MOC Storm Shadow which I still have.

The recent Playmates ST Spock(starfleet uniform) just entered the running. Same goes for Mego's Ralph Hinkley & Bill Maxwell, just because a complete set is a little out of my price range and I'm a huge GAH fan. Steve Cannell had better hurry up and get that GAH movie produced and into theaters so we might have a chance of getting a few good figures out of it. (cough)Playmates or Hasbro(cough)

My favorite 3 3/4 figure, and my fav. figure in general, is Sonya Blade from the G.I. Joe Mortal Kombat line. Her sculpt wasn't great and she wasn't that detailed, but she moved smoother than any toy and that made her my favorite at the time. Also, I have a soft spot for her because her character died the most tragic way in my universe, by being dropped down a hole in my room caused when the doorknob punctered through the sheetrock.
Runners up are the Bespin Guard with handcuffs and removable helmet and Snake-Eyes vers. 4 from '91.

The more I think about it, I'm going to go with both figure design AND impact.
That means Snake Eyes v2 - the one with Timber. It's a figure which more or less BEGAN the ninja craze of the 1980s and the figure that EVERYONE wanted. It's still one of the more expensive figures on the secondary market.
Yeah, there may have been more figures that were better-looking and cooler both before and since, but none that had such an impact (combined with the cartoon).

I'd say the G.I Joe bat with the interchangable arms as well as a hologram sticker. I was impressed when i first saw one that they were able to get such detail onto a small figure.

I'm siding with the v2 Snake Eyes figure merely for impact alone (besides being a GREAT sculpt). It almost single-handedly began the ninja toy craze in the '80s.

Don't know about greatest, but personal favorite: Animax Motor Mutants. For me the coolest-looking figures of that scale.
Also, Weapons Master from Other World.

Can't pick one, but my top 5 are:
1. Beastman (Flash Gordon) 2. Lucifer (Battlestar Galactica) 3. Megarite (Star Trek TMP) 4. Goro (Mortal Kombat) 5. Ferengi (Star Trek Galoob)
I love the flash gordon line for its bright colors and simplicity.
I tend to like aliens/beasts/creature figures.

It sucks that the star trek tmp aliens are so expensive, but they are all so cool.

Night Viper from GiJoe was so cool I remember being absolutely in awe of the figure as a kid. I think the whole idea of night vision was so futuristic but so attainable back then that I could put that toy down for weeks. I played with it so much I actually turned the joints to jello within a year or two.

Boba Fett probably. I loved Greedo though...Oh, and the Imperial Guard. Looked so cool in the red cloth cape.

I've already answered this question, but removing bias, maybe Hammerhead or Ree-Yees are the greatest? I don't know, it's like a 30 way tie for me, but those two are definitely up there.

Hmm, as Snake Eyes has been over-made every year on year I really despise the guy in both comics and toons thesedays-especially the crap film. So even the nostalgia I once felt for the original v1 and then the cool v2 as well as the mystery that used to surround him-having been ruined by over appearances in comics and crap 'revelation storylines' make me discount even the best versions 1 and 2....
So, I'd either go with Zartan V1 with his colour change abilities and Chameleon Swamp Skier and mask, or Storm Shawdow V1, that figure was so hard to buy even in the 1980s in the UK....

I'm putting my vote in for V2 Snake Eyes too. My original has a broken waist and hand and Timber is missing a foot, but if worse ever came to worse it would be the very last item from my collection to go.

I was the only kid on my block to army build. I used to get 3 of each army builder...cobra soldiers, eels, vipers and bats. Alot of kids were puzzled by this. Why get a double of any figure? Back then it did not make any sense. I think half the reason I did this was that they were the coolest figures by far. My vote would be V1 Viper....er no V1 Eels...................no wait V1 Bats for sure! ;D
